While Penang boasts a relatively low absolute poverty rate of approximately 2% (according to the Penang Institute), the rising cost of living and global inflation have created hidden pockets of deep vulnerability.

Senior citizens rapidly depleting their savings, differently-abled individuals (OKU), and families financially crippled by severe illnesses or accidents often find themselves unable to cope.

Caritas Cathedral of the Holy Spirit (Caritas CHS) was established specifically to seek out and support these most vulnerable communities within its urban territory.

Their project - Sharing Hope

During the COVID-19 lockdown, the parish launched “Sharing Hope” as a targeted project providing dry provisions to low-risk patients at local quarantine centers. As cases dropped and centers relocated, volunteers on the ground noticed a shifting crisis. The devastating economic effects of the Movement Control Order (MCO) had created a new wave of urban poor—people who had previously held stable jobs but had suddenly lost their primary source of income.

To care for this emerging group, the initiative evolved into Sharing Hope 2.0. This platform united the entire parish in outreach, drawing massive support from the Society of St. Vincent de Paul (SSVP), Agape Meal, the Ministry of the Poor, Basic Ecclesial Communities (BECs), and numerous individual parishioners. Together, dedicated teams purchase, prepare, and personally deliver essential provisions. Today, Sharing Hope collaborates with other Penang island parishes to swiftly investigate needs and dispatch food rations to any family in crisis, regardless of race or religion.

Their structure

Operating under the parish’s Service and Outreach Cluster, Caritas CHS does not work in isolation. They weave a strong safety net by collaborating with the diocese and various local ministries:

Grassroot support

BECs actively assist neighbors in need, support local charitable homes, and raise vital funds for social causes.

Long-term assistance is continuously provided through SSVP and the Parish Human Development Committee.

The parish actively forms the next generation through Catechism (CEC) outreach camps and the Lenten “Love Squad.” They also run profound formation programs like SCORE (School of Community Organisation, Renewal and Evangelisation), which immerse participants in street walks and direct outreach to migrant and Orang Asli communities.
