Floods occur frequently across Kelantan, Perak Tengah, and the interiors of Kedah and Perlis. Each year, as the monsoon season approaches, villagers in these flood-prone areas must brace themselves for the inevitable. Conversely, the paddy fields in Kedah and Perlis increasingly face the devastating threat of drought. Driven by the global climate crisis, these extreme weather events are severely compounded by overdevelopment, rapid deforestation, and waste pollution, disproportionately destroying the lives and livelihoods of the poor.

Flood Relief

Across the Diocese of Penang, our parishes actively respond to disaster-affected populations regardless of race or religion. In 2024, when severe flooding struck Nibong Tebal and impacted many families around the Church of St. Anthony, a network of solidarity emerged. Surrounding parishes across Penang quickly mobilized, swiftly delivering essential food and non-food aid to the affected families.

Similarly, when floods devastated migrant communities in Taiping and Sitiawan, local parishes immediately stepped in. This outreach extends deep into the forests, where heavy rains and rapidly rising rivers frequently flood Orang Asli villages. When these remote communities were trapped by floodwaters, a parish in Ipoh swiftly coordinated with government agencies to deliver emergency aid via helicopters.

Risk Mitigation

The scale of these crises can be staggering. In 2025, devastating floods in Kelantan displaced 28,000 people and tragically claimed two lives. Navigating these prolonged emergencies has equipped our parish in Kelantan with invaluable disaster response experience. Collaborating with government agencies, NGOs, and broader Church networks, the parish opens its doors to stockpile necessities, ensuring aid is mobilized as quickly as possible.

Learning directly from the ground, the parish team now takes preventative action: months before the monsoon season, they coordinate with villagers to build floating rafts to protect belongings and mitigate flood damage. This innovative project has successfully minimized losses and is now recognized as a best practice across our network.

Working hand-in-hand with parishes, Caritas Penang conducts rapid assessments, monitors the evolving situation, and coordinates relief services—always prioritizing the dignity and best interests of the affected populations.

Community Empowerment

Our commitment to disaster management is ongoing. We are actively rolling out comprehensive Disaster Risk Reduction and Management training to equip our parishes and dedicated volunteers with the professional tools and knowledge they need. Our goal is to empower our teams not only to respond swiftly but to proactively prepare and protect our communities long before a disaster even begins.
